Full hand-addressed free frank, certainly as President, measuring 4.75x3.25, addressed in Jefferson's hand to "Mr. Isaac Briggs / Washington Col" and franked in the upper left "Free / Th: Jefferson" and the start of "Pr:" which would normally be "Pr. U.S." which Jefferson would add.
In fine condition, with top right portion of panel removed. Small paper loss at loss lower and small edge bite at bottom right as well.

Isaac Briggs was a trusted surveyor, engineer, and intellectual colleague to Jefferson. In 1803, Jefferson appointed Briggs as Surveyor General of the Mississippi Territory.
