The photo is backstamped from Willard Stewart, Inc. in Wilmington, Delaware with a typed notation that it is was taken in March 1973 - which would be just 2 months into Biden’s political career in Washington.

The first such original photo from this era we have seen plus vintage signature and handwriting from that time.

Presented further authenticated and encapsulated by PSA/DNA with grade of Mint 9.

Biden was elected to the United States Senate in November 1972, and was sworn into office on January 5, 1973, by secretary of the Senate Francis R. Valeo in a small chapel at the Delaware Division of the Wilmington Medical Center: he was there to care for his son, Beau, who had been injured in a car accident that took the lives of Biden's wife and one-year-old daughter. He would famously begin commuting every day by an Amtrak train—ninety minutes each way from his Delaware home—to Washington, D.C., a practice he continued throughout his Senate career.
