Hoover had just been elected as president in November 1928, after which he took a goodwill tour of Central and South America.
Shortly after Herbert Hoover won the Presidency in November 1928, he planned a groundbreaking trip to Latin America, becoming the first President-elect to do so. Hoover, drawing from his experience as Secretary of Commerce, recognized the economic importance of Latin America and sought to improve North American attitudes towards its hemispheric neighbors. His express purpose was to strengthen the relationship between the "Good Neighbors" by personally visiting and symbolizing mutual respect and understanding. During his six-week trip, Hoover delivered speeches in Honduras, El Salvador, and Costa Rica, emphasizing friendship and goodwill, which resonated well with Latin American leaders and people.
