“For Clement Kennedy with best wishes and warm greetings from Dwight D. Eisenhower.”
Almost certainly signed as President.
Clement Kennedy was a friend to presidents going back to Calvin Coolidge, and his residence was used by Franklin Roosevelt as a temporary White House during the Atlantic Conference.
