I beg to enclose herewith, for your information, copy of a letter from the Governor-General of the Philippine Islands, with enclosures, showing the distribution of the Martinique relief fund of $25,000 which you sent me while Governor of the Philippine Islands, for distribution, and which I turned over to my successor, Governor Wright, upon my return to the United States.
