Just five days earlier on April 7, 1965, LBJ delivered a major address promoting the Vietnam War.  The televised speech given at Johns Hopkins University was billed by his Administration as “Peace without Conquest”.  Certainly the wire LBJ is thanking Brown for was in support of this policy.
