30th President.  Typed letter signed (TLS) “Calvin Coolidge” AS PRESIDENT, July 14, 1925, The White House Washington stationery, 8×10.25, to Rear Admiral Roger Welles, in full:

In accordance with the provisions of an Act of Congress, approved May 22, 1917, you are hereby designated as Commander, United States Naval Forces, Europe, with the rank of Vice Admiral, effective on your taking over the command of the United States Naval Forces, Europe.  In accordance with this designation you will assume the rank and hoist the flag of Vice Admiral in the United States Navy.

In very good condition.  The page has browned evenly on both sides  Beautiful and prominent watermark of The Great Seal of the United States.  Large and bold signature.
