The letter is addressed to "Dear Peter & Frank" - we believe Bush wrote this to Peter O. Price and Frank Deford who were respectively the publisher and editor-in-chief of The National.  The National Sports Daily was first published on January 31, 1990 and ceased publications on June 13, 1991. 

Bush is uncommon in handwritten form from all time periods but especially so as owner of the Rangers, especially with baseball and sports-related content such as this letter offers.
